The Baloch Yakjehti Committee (BYC) said Muhammad Iqbal, a labourer from Barkhan, was killed in an alleged staged encounter after more than nine months of enforced disappearance, while a driver from Dera Bugti was shot dead by Coast Guard personnel in Winder.
According to a BYC statement, Iqbal, 28, son of Nawab Khan and a resident of the area near Hann River in Barkhan, was taken by Military Intelligence (MI) personnel from outside the Sessions Court in Rakhni at around noon on December 26, 2025.
The organisation said his body was found dumped in Barkhan on October 10, 2026, nine months and 14 days after his disappearance, alleging that he had been killed in a staged encounter.
The BYC said Iqbal’s family had continued to hope for his safe return but were instead handed his body.
“The state has turned their home of hope into a home of mourning,” the organisation said.
The committee called on national and international human rights organisations to take notice of the worsening human rights situation in Balochistan and act against what it described as a pattern of enforced disappearances followed by killings in staged encounters and extrajudicial executions.
In a separate statement, the BYC said Balakh Sher, a 28-year-old driver from Loti in Dera Bugti, was killed when Coast Guard personnel opened fire on him in Winder on October 11.
Balakh Sher, son of Siddique, had a family waiting for his return, the organisation said, adding that his death raised serious concerns about the right to life and the protection of civilians in Balochistan.
“Why was a civilian shot and killed on the road? What was Balakh Sher’s crime?” the BYC asked.
The organisation demanded an independent, impartial and transparent investigation into his killing and accountability for those responsible. It also called on the United Nations, international human rights organisations and the international community to take urgent notice of killings of Baloch civilians and demand justice for Balakh Sher.
The allegations come amid wider concerns raised by the BYC over civilian killings in Balochistan. In its six-month report covering January to June 2026, the organisation documented 150 civilian deaths, including 15 minors.
It said at least 48 people were victims of what it described as the “kill and dump” practice, in which people were forcibly disappeared and later found dead, often bearing signs of torture. The report also attributed 20 deaths to alleged staged encounters.
