The Baloch Liberation Army (BLA) has declared Pakistan’s Counter-Terrorism Department (CTD) a “Baloch National Enemy Institution,” warning that all CTD personnel and infrastructure will now be treated as direct military targets.

The announcement came alongside claims of two major armed operations by the group, including the takeover of state institutions in Mastung and a deadly assault on Pakistani military forces in the mountainous region of Amach.

In a statement released on Thursday, BLA spokesperson Jeeyand Baloch said, “Both operations are a direct response by BLA to the ongoing occupation of Baloch motherland, the state’s barbarity and the continued genocide of Baloch people.”

According to the group, BLA fighters stormed Mastung city on Tuesday morning in a coordinated attack. The group claimed it had seized control of the Tehsil Office, three banks, and several other state institutions.

The statement said that fighters “disarmed enemy personnel, confiscated their weapons,” and “seized crucial documents from government offices.”

It added that BLA fighters “advanced deep into the city, conducting full patrols that not only paralyzed the enemy’s covert networks but also exposed the hollow reality of the cowardly occupying forces.”

The group claimed that Pakistan’s CTD attempted to halt the operation using armoured vehicles, but BLA fighters “responded with heavy weaponry, including rocket launchers and automatic rifles, forcing the enemy into retreat.”

“Every counterattack launched by the enemy was repelled with military precision,” the statement said, adding that BLA forces held “full control of Mastung city for two hours.”

The BLA also announced a major policy shift. “Baloch Liberation Army officially declares CTD a ‘Baloch National Enemy Institution.’ From this day forward, CTD will be treated as a direct military target, equivalent to the occupying army,” Jeeyand Baloch said.

It should be noted that the Counter-Terrorism Department is a specialised wing within police forces in Balochistan and was established around 2010 following a revamp of the Criminal Investigation Department (CID). The CTD was introduced under Pakistan’s National Action Plan and is widely seen as a militarised force under army influence.

According to the BLA, it has long maintained a policy of not targeting the police or Levies forces as institutions. However, Jeeyand Baloch said, “It is now absolutely clear that the CTD is not only complicit in the Baloch genocide, enforced disappearances and state terrorism, but has become an active combatant force.”

“All Baloch civilians are hereby strongly advised to maintain a safe distance from CTD personnel and infrastructure,” the statement continued. “The public is urged to enforce a social boycott against this terrorist proxy force of the occupying state and to cease all interactions or cooperation with its members.”

The BLA also issued a “final warning” to Baloch individuals serving in the CTD. “If you continue to serve in this criminal entity, you will be treated as traitors, collaborators in Baloch genocide and enemies of the Baloch nation. However, any Baloch personnel who choose to resign from the CTD following this announcement will not be targeted.”

The group said its broader policy toward police and Levies forces remains unchanged. “They will not be targeted as institutions. However, individual members who serve as tools of enemy operations may be marked as legitimate military targets based on their actions.”

Following the attack, the BLA claimed it burned down government buildings in Mastung “to ensure the complete destruction of colonial enemy institutions and to erase the illusion of their authority from the minds of Baloch people.” The fighters “successfully withdrew according to plan,” the group said, adding that Pakistani forces failed to mount any meaningful response.

In a separate operation in Amach, the BLA said its fighters “targeted the occupying army in the mountainous region using a remote-controlled IED.” After the explosion, fighters launched a “fierce attack with automatic weapons.”

According to the group, “at least seven enemy personnel” were killed and several others were injured. The BLA confirmed that two of its fighters were also killed in the clash. They were identified as Sangat Tahir alias Sarbuland and Sangat Naeem Satakzai alias Shahid.

“These martyrs have written a new golden chapter in the history of our national resistance with their blood,” the BLA said. “Martyr Tahir Shahwani, a native of the Khadkocha area of Mastung, was affiliated with BLA for the past year and served valiantly on the Mastung front.”

“Martyr Naeem Satakzai alias Shahid, from the Daghari area of Quetta, joined Baloch Liberation Army in 2024 and actively defended the Baloch motherland.”

Jeeyand Baloch said both men “not only resisted the enemy on the battlefield, but moulded their lives around the collective dream of national liberation.”
